‘Local elections not possible by winter’

Former ministers for local development and former secretaries at the Ministry said that it is not possible to hold the local elections by mid-December as per the constitution implementation action plan tabled by the government in the Parliament.
Speaking at a meeting of the Development Committee of the Legislature-Parliament in Singha Durbar on Tuesday, the former ministers and bureaucrats said that the local elections were out of question as the demarcation, number and structure of the local bodies are yet to be finalized.
Former Local Development Minister Kiran Gurung, who is also a standing committee member of the ruling CPN-UML, said time would not permit the government to hold the local elections by mid-December. He added that a short-term election would have no value for the local bodies envisaged by the constitution.
Former Local Development Minister Urmila Aryal also expressed similar views. She said that the border issues of local bodies, their number and the related laws are yet to be finalized and to announce elections within this winter is just a cheap publicity.
Speaking at the meeting, Information and Communications Secretary Dinesh Kumar Thapaliya, who had served as the local development secretary of a long time, said that all the structures should be ready by mid-September to hold the elections by mid-December, which is not possible with the current pace of work in progress.
Balananda Poudel, President of the committee formed to restructure local bodies, said that the task of determining the border and number of local bodies was vexing  job and there are lots of challenges to prepare the report early as demanded by the government. The commission’s term expires in mid-March.
